With this rank, you have very less chances of getting NITs. So, please go for BIT mesra, as you have pretty decent chances of getting biotechnology there. The closing cutoff rank for 2017 was 5000 something rank. Or pls apply for other good private engineering colleges like MIT, VIT,SRM etc.
