Dear Raju, For applying for this position, you should be a Graduate from any recognised University with a minimum of 50% and should have served for a minimum of 2 Accademic years in the Senior Division/Wing of N.C.C and have obtained B Grade in C certificate Exam of NCC. So with PUC qualification, you will not be eligible.

I know that if I get 'c'certificate in ncc I can join navy directly, but I want join navy engineering college

Most colleges take admissions into Marine Engineering based on Merit based while few colleges take admissions on basis of Entrance examination. This entrance examination is followed by personal interview.
