Hello there. Yes digilocker certificate are valid during counseling but at later stage you need to submit the original document and for that you need to submit a undertaking which says that you will submit the original document within a time limit.

And as for character certificate, you can get it from your school. Just visit your school and ask for character certificate from them and they will issue you a character certificate.
