If we talk about all india quota, then yes you can apply for karanataka's counselling also under 85% all india qouta. But, in such cases if your ranks are bit low then it can be a drawback for you because the competition is quite high & generally candidate give first preferences to their respective states.

But, if you appeared for 15%state quota then, you cannot apply for karanataka state counselling because for the particular state counselling one must need to have a domicile of that state. Thus, if you didn't have karanataka's domicile then under state counselling you cannot apply there.

to get admitted into medical colleges of karnataka you will have to apply only through the other state quota which may comprise of a small percentage of the total seats most likely less than 15%.

Nevertheless,if you have a high NEET score of about 600-650+ then you will have a chance.
