As per the eligibility criteria for UPSC, candidates need to attain 21 years as on 1st August of  the appearing year, pass graduation in any discipline from a recognized university, those in the final year too are eligible regarding this,

now coming to your question,  you will attain 21 years as on 12th October of 2023, hence you definitely fulfill the age criteria  for  UPSC 2024, as by the year in which you will be appearing for UPSC you would have already attained the required age, and as long as you meet the requirements of the educational qualifications as aforementioned, you are eligible for UPSC 2024,
