following is the eligibility to get a license for selling fertilizers , seeds and pesticides :

• this is a commercial license, hence you need to be a graduate in the field of agriculture or in science with chemistry as a subject .
• a certificate of minimum 15 days training from any one of the institutions which are central food technological research institute, Indian grain storage institute or national plant protection training institute.

since now it is mandatory to have a degree in either agriculture , biochemistry, botany or zoology and you have done graduation in mechanical field hence you are not eligible to get the license.

without degree in agriculture license will be cancelled.
