There is no way that you can be a Doctor without appearing for NEET. Because NEET is the entrance examination for admission to MBBS, BDS, Ayush and Veterinary courses across India and abroad. So without NEET, you cannot study any of these courses. Now the other way to be called a Doctor is by pursuing a Ph.D.
