Hello

Did you mean to say , you have passed STD XII with PCB and now you are studying BSC and you failed in BSC ( maths) right?

Yes you can appear for neet 2021 on the basis of your xii result but you will face problems during further admission process as you will be asked for gap certificate and you will need your college leaving certificate , which you won't get unless you clear your failed subject..

So according to me you should first clear your maths subject this year itself and then you can prepare for neet in 2021.
