State quota is given irrespective of a person's place of residence. The state from where a student appears for board exams is called the home state. For example if a student's home is in maharashtra but he studies in Rajasthan and gives board exams from Rajasthan then his home state would be Rajasthan not Maharashtra.  But yes he will get a state quota. Every student is entitled for a certain state quota
