As long as your college is recognized by UGC, you can definitely appear for UPSC, the question of doing graduation from university makes you eligible and from college it doesn't, it's not relevant, you just need to pass graduation in any discipline with no specific aggregate, you need to attain 21 years and can apply even in the final year.
