Yes you can give neet.
According to the recent update,
NIOS student are eligible to give neet. Candidates who have not gone under classroom training are eligible for neet(UG) as nios is  a recognized qualification. Since the candidates can give the National Entrance cum Eligibility Test, they can also pursue MBBS in India and abroad.
