As you have mentioned that you have been studying from 5th standard to 12th standard as an overseas citizen so you are not considered local. Although you have been staying in Andhra Pradesh for a long time still you are not given citizenship of India. As India does not provide any dual citizenship you are not considered as local. You have to apply based on your category of OCI only.
