Yes,you can apply if your +2 education is from rajasthan.You cam apply under Rajasthan state quota.

If you have studied your whole education in Delhi then you can't get a seat in neighbour state.

Only residents are allowed to apply in there respective states.There is no chance for others until and unless they completed there +2 in there state.
