Suresh, GOA domicile criteria states that you should pass your 12th from Goa and should be a resident of Goa for not less than a period of 10 years. But either of your parents or Grandparents were born in Goa, then this time period is reduced to 5 years. But if your parents are Government Employees based out of Goa, you can still claim Goa's domicile provided either of your parents were born in Goa.
