Suresh, GOA domicile criteria states that you should pass your 12th from Goa and should be a resident of Goa for not less than a period of 10 years. But either of your parents or Grandparents were born in Goa, then this time period is reduced to 5 years. But if your parents are Government Employees based out of Goa, you can still claim Goa's domicile provided either of your parents were born in Goa. But if you hold domicile of Goa and haven't studied in Goa, you may have to produce your nativity and permanent residency certificate for authentication.
