Yes, the 10 %  reservation quota has already been implented in major parts of India. IITs and NITs will have 10 % reservation from 2019-20 acadamic year.

The basic eligibility is 

1. Candidate should be from general category.

2. Family income should be less than 8 lacks per year.

3. Should posses less than 5 acres of agricultural land.
