hi shahida, of course you can apply for amu via NEET UG, there are no restrictions for jammu and kashmir students. NEET 2018 Examination is most likely to be held on 10th May (Thursday) 2018. NEET 2018 Application Form will be released in the month of January 2018.CBSE conducts NEET for admission across all medical colleges in india except aiims,and jipmer.AIIMS conducts its own entrance for all AIIMS across the country and JIPMER has its own exams as well. good luck

Yeah you can apply for Amu even though you're from kashmir as AMU is an national institution and it doesn't owe any state quota or any state government rules for the admissions of the seats in that college so don't worry about you being from kashmir feel free as you are allowed to get admissions in you deserve college.
