Dear Rohit
You can attend for both counselling but what I want to say is its better if you get by using AIR rather than in your state. The exposure need to change, you need to explore the world. It's your choice now.
All the best.

What is your all India neet rank?
Secondly if you are eligible for India counselling than surely you r eligible for state counselling only if you have the domicile of that particular state.
