Sorry to dissappoint you. TNEA counselling is only accessible to the students who come under its guidelines like belonging to TamilNadu domicile or studied in TN board from 8th to 12th standard. Despite this, the person should have completed their plus two and scored more than 50% marks.

As you are from Odisha, you cannot claim for this counselling.

         I'm mentioning the criteria of TNEA counselling, please go through it.

• Candidates have to pass 10+2 or equivalent exam with 50% in PCM for general and 40% for reserved category
• Candidates have to collect a Nativity Certificate before counselling as it's necessary for the process because you're an outsider
• Son or Daughters of Central Government Employees who're working in Tamil Nadu at least for 5 years can apply even they don't meet to any criteria. Here Supporting document is necessary.
• Wards of All Indian Service Tamil Nadu cadre authorities, employees in the Public Sector or Government recognised Institution in Tamil Nadu working continuously for at least past five years, other state applicants who have passed 10+2 from TN can apply directly without any domicile.
  

If you want to study Marine Engineering, you need at least 60% marks in PCM in 12th board.
