The Central Admission Board conducted the Uttar Pradesh Engineering Entrance Exam (UPSEE) on April 21, 2019. The answer keys have been released. The candidates have to apply via the online mode by filling the application form. The candidates could also register as EWS candidates and the candidates who had already registered before March 15th were also allowed to change their category to EWS. 

As for your question, since the admit card has showed your domicile as outside UP, you can't do anything now and will be eligible for seats under the outside UP quota only.
