I am from uttrakhand and getting 605 Mark's. Should I choose govt medical college out of uttrakhand i.e in Maharashtra and Karnataka to avail 50 percent state quota of the respective state for PG after completing MBBS from the that state as there is very less PG seats in Uttrakhand and more there

Opting to pursue MBBS out of your domicile state in order to avail the UG state's reservation for pursuing PG is a smart choice. You have a really good score, and a fair chance of getting a Government Medical College in Karnataka and Maharashtra. I would suggest you to opt for these states as they have more numbers of PG colleges available.
