Hey,
There is no such comulsion of having minimum per centage in graduation for being able to appear for Civil Service Examinations. All you need is to pass the graduation in any stream from any recognised university or such equivalent qualification. The minimum age is 21years and maximum age is 32 years for Unreserved,35 years for OBC(Non Creamy Layer),37 for SC/ST.
For entrance exams like Civil Service Examinations your approach matters a lot. The marks you obtained in graduation won't determine your future when it comes to IAS exams you need to have certain skills to be able to get through such exams. The examination pattern is designed in a way that evaluates those skills which are required to run the administration of a nation. You do well in the entrance test(Prelims,Mains,Personal Interview) and that's it!
Hope this helps.
Good luck.
