As you have given improvement exams for some subjects in class 12, you get a new roll number and thus a new report card with the new roll no, now if you have improved results in the new report card ,fill the new roll number otherwise fill up the old roll number. It is valid in both case

I haven't appeared in improvement exam (2020)but got New Roll number.so which should I fill old or new
