YES. Students who don't have Maths in Class 12 can also apply for NDA.

But there are two points to be noted:

1. Even though you have not learnt Maths, you will have to clear the sectional cutoff for Paper-1 (morning session) that entirely contains Maths Questions. This paper is for 300 marks.
2. You will be eligible for Army wing of NDA only. You are not eligible for Airforce , Navy and Naval Academy.
