Because when you will go to ssb
There they will check your documents and at that time you will not have your 12 th mark sheet because ssb will be after 2-3 months after the written exam.

You can fill form in January 2020.because at that time you have your 12 th results when you will go to ssb
nearly in June.

According to the eligibility criteria for Air Force and Naval Wings of National Defence Academy and for the 10+2 Cadet Entry Scheme at the Indian Naval Academy, candidates must have passed class 12 with Physics and Mathematics conducted by State Education Board/University. 
Candidates who are appearing in Class 12/ equivalent examination are eligible to apply for NDA 2019 exam. However, those who are appearing/passing class 11 exams are not eligible to apply for the exam.

So, you cannot appear for the NDA I exam which will be conducted in April.
