Yes, you can fill any form. there is no restriction o age for that. the thing is, you have to make sure the details illed are correct and the form is filled up neatly.

Considering you are asking about competition exams for government jobs,  you are not eligible as most of them demand a graduation . And rest,  at least demand a 10+2 passed qualification.
