Hi Ansh,
If your ews category is not valid for central criteria then you can't fill it in your NEET form because it is a nation wide entrance test conducted by NTA. Therefore, state quota is invalid there. So you have fill genral category in your category option. You can fill the counseling form of Gujrat state after the result and fill your state quota there and then it would be taken into consideration for sure.
