Since you are in final year I presume you need or rather want to join somewhere for service and thus need to present your degree certificate for obtaining the same. But you cannot get your degree certificate issued beforehand,i.e., you cannot obtain the same without completing your entire duration of the course and have also appeared and passed the respective semester examinations. But what you can do is that you can ask your college to issue you a certificate that would certify that you will be completing your course in due time that year and have a good academic record testifying the same.
