With reference to your query,  I would glad inform you that issuing visa depends on the country to country for which you are looking the visa , some countries have facility of visa on arrival and some take very much time to issue the visa . So if you have offer letter from the country and have good ilets band then you can easily visa issued ,but i would advise you to mail the embassy and they will guide you briefly about the latest guidelines
