With this score, a seat in All India Counselling is difficult because of higher cut offs and less number of seats. You may have a chance in State Counselling depending on the State you belong to

I can understand your problems but at these marks there is no chance that you can get admission in govt medical college of India if you also have obc quota at this rank you can take admission only in pvt college but as you know that fee of private college is too much if you afford the fee you can drop your 1 year for neet preparation hope you understand
