As you know to qualify EAMCET exam minimum marks you should require is 25% out of 100%. So, at least you should score 40 marks in the EAMCET exam to get qualified either you are OC/SC/ST/PWD. Sorry to say this but, you were not qualified the EAMCET exam if your marks are 38.
