SEE NEET ELIGIBILITY CRITERIA SAYS YOU SHOULD HAVE COMPLETED 17 YEARS BEFORE THE ADMISSION OR BY 31ST DECEMBER OF THE YEAR YOU JOIN YOUR MBBS/BDS COURSE.

SO IF YOU DO NOT COMPLETE 17 BY THEN, YOU CANNOT WRITE NEET, AS PER NTA NORMS CANDIDATE.

According to the NTA guidelines ( released previous year for NEET 2019 ), candidates must have completed 17 years of age on or before 31st December 2020 in order to sit for NEET UG 2020.
However, keep checking regular updates on this issue, incase any change is made regarding this. Otherwise, this rule has stayed quite constant for the past years.
