YES you can apply for other state in the dental colleges. That is called AIQ OR ALL INDIA QUOTA

ALQ is nothing but 15% quota for the students outside the state. These are the seats for the students of other state who wish to study in that particular state. For instance, if you are a student of KERALA, you can apply in the AIQ of TAMIL NADU in 15 % quota. In this also, there is reservation according to the NEET.

There is no fees reduction for other state students. You need to pay equally to the state quota students. Benefit is that if you do not get a seat in your own state, you have chances in other states. This will increase your chances to get a seat in government college.
