Sourabh, if you have secured a minimum aggregate of 50% in our 12th with Physics, Chemistry and Biology as your subjects, you are eligible for NEET. It is 50% for General Category, 45% for PWD and 40% for OBC,SC,ST. As long as you fulfil this criteria, you can appear for NEET. Regarding collecting the documents from your current College, you need to contact the College administration. That is the only legitimate route.
