I am unable to do the choice filling for UP 2nd round counselling. It is showing that "Either you have entered wrong Roll No. or you are not allowed to fill choice". What should I do,is there some technical issue out there?

Hello aspirant!
Hope you are doing well!

It seems like you are facing technical glitch. Make sure you have entered roll number and make right college selection (seats availability). If still you face the issue. My advice would be to reload the page or logout from the profile and then enter again.
If still you face the problem, Contact the authority.
