It is possible that while you were doing registration, the internet network got disrupted and therefore maybe your registration was not completed. If that is not the case then just cross check your user ID and password and make sure that you are entering both of them correctly. But if none of these is the case and you have contacted the helpline, then do whatever they asked you to do. If they asked you to create a new login ID and do registration again, then make new ID. Because they might have checked their records and your record must have not been found.
So it is better to do registration again.
