You don't need to apply for NTSE stage 1 exam. You can appear for the same only if you qualify level 1 of NTSE.

You can appear in NTSE stage 2 examination only if you qualify the NTSE stage 1 examination. Whether you have successfully qualified NTSE stage 1 examination or not will be known by the official cutoff declared by respective states / union territories from which you gave the examination.

If your name is in the selected candidates after the first NTSE exam then you can apply for the second stage otherwise not. You can visit the official website of NTSE to check your name for respective state list. If your name is their in the list then you can apply for second edition of NTSE exam.

If you are selected in first stage then you can give the second stage of NTSE exam.
