Yes of course you are eligible to attend mop-up round if you want better college. But also note that if you don't get a satisfactory seat in mop-up round then you will not be given free exit and as you have mentioned in the question that you have been allotted a seat in both the rounds so if you are satisfied with anyone of your current seat and want to upgrade it in mop-up round then you can go for it because there you will not lose anything, you have at least a confirmed seat and if it does not get upgraded then you can go with it abut if you are not satisfied with the seats which have been allotted to you then you have to put a risk in attending mop-up round counselling and the the amount which is refundable is only refundable till Round 2 and if you are attending mop-up round but not getting a satisfactory seat then either you have to accept the seat or forfeit the amount deposited in starting.

So choose your option wisely.
