You can have physiotherapy course in Mumbai but you will get it only in private colleges. 

And private colleges will demand much money. 

Then it will be better for you to give neet next year and try to have mbbs or physiotherapy on the basis of higher neet marks.

Dear student, as you have secured 34 marks in NEET UG 2019, you have not qualified the entrance examination for all the medical courses. With this marks, you won't be allowed admission in any colleges of Mumbai for pursuing physiotherapy. The rule has been that you need to pass Neet to get admission into any of the medical colleges.

Hi candidate as mentioned in a question I have secured 34 marks in NEET which is very less but you still want admission in Physiotherapy in Mumbai colleges so I want to answer in that regards that with this number of marks I don't guess you will be able to take admission in any of the Mumbai colleges under physiotherapy.
