Well if you have the domicile certificate of Tamil Nadu State then you can apply for state quota counselling in Tamil Nadu for the 85% state quota seats. But if you do not have that then you can not apply to two states as a domiciled student of both the state unless or until you meet the domicile requirements of both the states.
