Whether you have filled the JEE mains form or not, the Attempts are counted from the year of passing your class 12th examinations. So, if you have passed your class 12th in 2021, then your attempt for JEE mains and JEE advance is started from this year and not from the year of filling out the JEE form.
Every candidates is allowed to give JEE mains for 3 consecutive times and JEE advance for 2 consecutive times from the year of passing class 12. So, you can only give JEE advance till 2022, and not in 2023.
Now considering this, you are not eligible to appear for JEE advance in 2023 year, but you can give JEE mains and JEE advance in 2022, and JEE mains only in 2023.
If you want, you can register for JEE mains session 2 for this year as the registrations for the JEE mains 2022 session 1 are already over.
