Now Coming to your query, As per my knowledge, If you don't cancel your seat in the 1st round before due date then you are not eligible to participate in the 2nd round of counseling. If you don't cancel it means you had accepted that seat and even though you don't join that college if you don't cancel it then your security amount will not be refunded. For more clarification and assurance it would be better if you contact help desk.
