Hello if you are talking about college/Institute in which you are studying then, It depends on the College, Institute you are in... Mostly no college stops the candidate from attempting board examination if they haven't paid fees... Yes, they  might scare you by saying,you won't get hall ticket of you don't pay fee... Where few of the colleges give the hall tickets to the students just a day before exam, where few of the colleges Don't give the hallticket ,if the student is due with examination fee.

If you are talking about some online payment for competitive examination or any kind of entrance examination, then you won't receive your hall ticket if you didn't paid the application fees.
