Yes you can participate in CSAB counseling but keep in mind that you have to first register with the fees of 36500 and also there is not necessary that this year cutoff will be same as previous year because it is not possible that every year left seats after Round 7 will be same.
Now according to your rank in SC category you can easily get NIT,IIIT,GFTI even in the Round 1.
