An official TC with a mention of "Discontinued" on it provided by your college on account of you leaving the course after admission will hold good for all purpose. However, for a new admission to a different course , you should satisfy the minimum educational requirements . But for all the document verification process and admission requirements this TC will be valid as a proof of you dropping out . Anyways you can contact the college you wish to join and confirm the same once because there can be exceptions with some colleges .
