Hello Aspirant!

In order to be eligible for the 85 percent state quota counselling of Delhi, you need to complete your Class 12th from Delhi. There are no exceptions to this. Since you have done you have done your 12th from Haryana, you are not eligible for the 85 percent state quota of Delhi.
Then you can apply for the Haryana state quota by procuring the correct domicile certifictate. Check out the criteria for obatining a domicile certifictate in Haryana. If you fulfill them, then get a domicile certifictate and apply for HARYANA's 85 percent state quota counselling.
