If you are a final year graduation student currently, then you can attend the counselling and take the internet copy or any other copy of marks available with you and explain your situation at the counselling centre. They'll ask you to sign an undertaking or other formalities that you'll provide your document at a later date and then you can carry ahead with your counselling.
