The question might be how to become a deputy commissioner, the answer is first off all you have to be a graduate, then you can apply for the exam called civil service exam conducted by the Union public service Commission.  If you get selected in that you will become an assistant superintendent of police. After that by years after getting promotions you you will be able to become a deputy commissioner.
