I failed in One Subject, but having confidence that, will pass in supplementary, am i eligible for counseling counselling, if my supply results are out by that time

in that scenario, you can still be considered for counselling only if your supplementary results are declared before the document verification process begins. Most colleges and admission authorities require proof that you've passed all your subjects at the time of verification. So as long as your supply result is out and shows that you’ve cleared the subject before that stage, you’ll be eligible to move forward with counselling.

if your result is delayed and not available by the time documents are being checked, your application may not be accepted for that admission cycle. So keep eye on both the counselling schedule and the release date of your supplementary result.
