According to the category rank you have mentioned in the question you can get top NITs like NIT Jamshedpur, NIT Uttarakhand, NIT Jaipur for ECE as per previous year's cut-offs which you can check from the link given below :-

But for CSE you cannot get top NITs instead you can get some NITs like MANIT Bhopal, NIT Goa, NIT Hamirpur and likewise.
