If you are seeking admission in B.Sc Agriculture course in Tamil Nadu, the first phase seat allotment list will be released by Tamil Nadu Agricultural University on 19th July 2019.
It would be difficult to tell you exactly about the cutoff as it varies every year from college to college depending on various factors.
